Parameters:

noiseSource - noise source, may be null for generating perfect measurements

primeStation - ground station that gives the date of the measurement

secondStation - ground station that gives the measurement

sigma - theoretical standard deviation

baseWeight - base weight

satellite - satellite related to this builder
