2025-07-24  Rugged 4.0 released

Version 4.0 is a major release.

• made Rugged able to deal with seamless DEM tiles (no overlapping constraints)
• new tutorial about how to initialize a tile updater with a real DEM
• fix Duvenhage algorithm for coupled time light correction and non nadir view
• fix light time correction in atmospheric refraction computation

Version 4.0 depends on version 13.0.3 of Orekit and version 4.0.1 of Hipparchus.
