[Orekit Developers] Initial support for parsing CCSDS Orbit Data Messages

Hi all,

We have just added a long-desired feature into Orekit: support for  
parsing CCSDS Orbit Data Messages (both OPM, OEM and OMM). There is  
still work to do, but this initial commit works pretty well. Beware we  
may still change the API.

If some people want to check this work in progress and have some  
suggestions to do for the API, they are welcome.
